That's because interest rates are so low, and the Federal Reserve announced last week, they would keep those rates low until at least 2014. "On one side it is nice to have interest rates so low, but on the other side if people have the mind set they are going to stay low for a while, does that get people to not rush into something?" said Richard Measell, assistant professor of economics.
